    Last night, the Green River City Council voted to enter into a remediation agreement with the Wyoming Department of Environmental Quality for upcoming work at the Union Pacific Depot building.     The city’s new parks and recreation director started Monday, taking the position that had been vacant since Allan Wilson retired and was subsequently voted on to the Green River City Council last year.     A Utah woman remains behind bars after being arrested for a number of charges, including the alleged theft of a vehicle in Green River. Rose Mary McKell, 28, of Magna, Utah, was arrested Jan. 5 for felony theft, along with misdemeanor-level charges of driving while under the influence and driving while suspended. The felony charge is punishable with a maximum sentence of 10 years in prison and a $10,000 fine while the misdemeanor charges are each punishable with a jail sentence of up to six months and a $750 fine.     The Green River City Council decided to change the job requirements for its city administrator position, allowing people who have equivalent experience in the private sector an opportunity to apply for the position.
