Kelly Blaine Richards, 68, passed away Dec. 26, 2017, in Rock Springs, following a lengthy illness. He was a lifelong resident of Wyoming. Elsie Taucher, 93, passed away Dec. 28, 2017, at her home in Rock Springs. She was a lifelong resident of Rock Springs. Taucher was born on April 5, 1924, in Rock Springs, the daughter of Rudolph Strauss and Mary Uzba Strauss. She attended schools in Rock Springs and was a 1941 graduate of the Rock Springs High School. Taucher married Arthur Taucher in 1946 in Rock Springs. He preceded her in death in 2009. The Green River has slowly backed up over the last week as ice has hindered the river's flow. Water from the river has risen and froze portions of Riverside Park, as well as submerging sections of the Greenbelt.
