Green River Police Department reports for Sept. 29

At 3:21 p.m., officers responded to the GRPD lobby to meet with an individual regarding a suspicious circumstance. The individual reported concerns after receiving a letter from an individual who was incarcerated. Officers gathered information and completed an incident report.

At 3:59 p.m., officers responded to a report of the possible sale of alcohol to minors. Officers met with an individual who reported concerns about an incident where alcohol was served to minors at a local establishment. Officers gathered information, attempted to contact the establishment, and completed an incident report.

At 5:15 p.m., officers responded to a report of domestic violence. Officers met with individuals who were involved in a verbal dispute and gathered information. The parties were separated and officers completed a report of the incident.

At 10:29 p.m., officers responded to a report of an assault. Officers met with individuals involved in a dispute. Officers gathered information and the parties agreed to be civil. Officers left without further incident and completed an incident report.

At 10:29 p.m., officers responded to a report of an individual who was violating a court order. Officers met with the individual, gathered information, and completed a report of the incident.

Sept. 30

At 5:44 p.m., officers responded to the area of Hutton Street for a report of a two-vehicle collision. It was reported one vehicle was backing out of a driveway as a second vehicle was traveling east when the first vehicle struck the passenger side of the second vehicle. The driver of the first vehicle, Kelsey Moffitt, of Green River, was issued a citation for alleged inattentive driving with a crash. Officers gathered information and completed a report of the incident.

At 6:11 p.m., officers responded to Stratton Myers Park for a report of a fire in the building. Upon arrival at the north side of Stratton Myer Park, officers saw two individuals running north toward the Zehawi soccer field dirt parking lot. The GRFD arrived and found a trashcan on fire along with several pieces of wet toilet paper that had been burned. There were burnt pieces in all four sinks of the men’s and women’s bathrooms and in one stall a roll of toilet paper had been burned. The fire was extinguished and officers gathered information. Officers located the suspected individuals, notified parents/guardians, and completed an incident report which was forwarded to the County Attorney for review.

At 9:43 p.m., officers responded to a report of a barking dog complaint. Officers located the dogs and attempted to make contact at the residence. A caretaker of the dogs arrived on the scene and put the dogs inside for the night. Officers gathered information and completed a report of the incident.

At 10:48 p.m., officers conducted a traffic stop in the area of Saratoga Drive and issued the driver a written warning for an alleged stop sign violation.

At 11:13 p.m., officers conducted a traffic stop in the area of Bridger Drive and issued the driver a written warning for alleged speed.

October 1

At 7:19 p.m., officers responded to a report of an individual causing a disturbance. Officers met with the individuals involved in an altercation, gathered information, conducted a civil standby, and completed a report of the incident.

At 10:14 a.m., officers responded to a report of concerns involving harassment from a neighbor. Officers met with an individual, gathered information, and completed a report of the incident.

At 4:09 p.m., officers conducted a traffic stop in the area of Uinta Drive for a tail lamp violation and issued the driver, a juvenile, age 16, of Burns, a citation for alleged failure to maintain liability coverage.

At 4:44 p.m., officers responded to a report of an assault. It was reported three individuals were involved in an altercation. Officers met with the victim who was evaluated by EMS and transported. Officers gathered information and completed an incident report. The suspected individuals were not located at the time the initial report was completed. 

At 8:30 p.m., officers conducted a traffic stop in the area of Colorado Drive and issued the driver a written warning for alleged speed.

Oct. 2

At 12:43 a.m., officers conducted a traffic stop in the area of Nolan Street and Uinta Drive. Officers met with the driver, detected the odor of an alcoholic beverage, and subsequently placed Michael Ekdahl, of Green River, for alleged DWUI. Officers issued citations for alleged use of cellular telephone while driving, turning at intersections, and DUWI alcohol incapable of safely driving. Officers transported Ekdahl to the Sweetwater County Detention Center and completed a report of the incident.

At 2:28 a.m., officers responded to the area of W Teton Boulevard for a report of a burglary. Officers met with an individual who reported an individual was suspiciously throwing boxes over a fence. Officers canvassed the area but did not locate an individual or property that may have been disturbed or dumped. Officers gathered information and completed a report of the incident.

At 8:19 a.m., officers responded to a report of a traffic violation. Officers met with an individual who reported a vehicle for alleged speeding. Officers contacted the owner of the vehicle, advised of the complaint, issued a verbal warning, and completed a report of the incident.

At 1:18 p.m., officers responded to a report of vandalism. Officers met with an individual who reported finding damage to their vehicle. Officers gathered information and completed a report of the incident.

At 5:01 p.m., officers responded to Loaf N Jug at 1325 Bridger Drive for a report of a larceny. Officers met with an employee who reported that an individual took an item from the store without paying for it. Officers located and made contact with the individual. Officers contacted a parent/guardian, gathered information, and completed a report of the incident.

At 8:22 p.m., officers along with GRFD responded to a residence on Riverview Drive for a report of a fire. It was reported a skillet had caught fire and had been extinguished by the homeowner. No further action required.

At 9:10 p.m., officers conducted a traffic stop in the area of W Flaming Gorge Way and issued the driver a verbal warning for alleged speeding.

Oct. 3

At 12:11 a.m., officers conducted a traffic stop in the area of E Teton Boulevard for a stop lamp violation and issued the driver, a juvenile, age 17, of Rock Springs, a citation for an alleged seat belt: driver violation and issued the passenger, a juvenile, age 16, of Green River a citation for an alleged seat belt: passenger violation.

At 12:22 p.m., ACOs responded to a report of a dog at large. Officers located the dog, contacted an owner, and issued a citation for alleged animal at large to Brad Osterling, of Green River.

At 12:53 p.m., officers conducted a traffic stop in the area of Uinta Drive and issued the driver a verbal warning for alleged speeding.

At 4:01 p.m., officers responded to a report of a hit-and-run crash at K-Pack Pharmacy at 170 Commerce Drive Suite B. Officers met with the owner of the second vehicle who reported finding damage to their vehicle. Officers gathered information and made contact with the driver of the first vehicle. Officers completed a report of the incident and forwarded it to the City Prosecutor for review.

At 10:26 p.m., officers responded to Green River Horse Palace at 110 Uinta Drive for a report of an individual who was causing a disturbance and was involved in an altercation. Officers met with staff members and the individual. EMS was called and the individual was transported. Officers gathered information, documented the property damage, and completed a report of the incident.

Oct. 4

At 9:55 a.m., officers were dispatched to West Virginia Place for a report of malicious mischief. Officers met with an individual who reported property damage. Officers gathered information and completed a report of the incident.

At 1:50 p.m., CSOs responded to a residence on Cheyenne Drive for a report of nuisance property. Officers observed the property in violation, attempted to contact the property owner, posted a notice to abate, and completed a report of the incident.

At 6:28 p.m., officers responded to Taco Time at 375 Uinta Drive for a report of a two-vehicle collision. Both vehicles were in the drive-thru when the first vehicle struck the second vehicle. Officers cited David Bellanger, of Rock Springs, for alleged failure to maintain liability coverage and driver’s license - required violation. Report to follow.

At 6:58 p.m., officers conducted a traffic stop in the area of E 2 S Street and issued the driver a warning for an alleged non-working brake light.

At 7:10 p.m., officers responded to the area of E Flaming Gorge Way for a report of property damage. Officers met with an individual who reported an abandoned vehicle that had been shot by an Airsoft pistol or a firearm. Officers gathered information, contacted the vehicle owner, and completed a report of the incident.

At 10:10 p.m., officers responded to a residence on Monroe Avenue for a report of a disturbance. Officers met with the individuals involved in a verbal dispute and completed a report of the incident.

Note: GRPD Public Information Officer Jamie Green sent out a correction regarding gunfire reports on the evening of Oct. 4.

Green initially reported about an incident involving an abandoned car and individuals shooting an Airsoft pistol or firearm at approximately 7:10 p.m. However, at approximately 7:19 p.m., officers also responded to a separate incident report of shots fired. While on scene, officers observed a window that appeared to have been shot out. Officers conducted a canvas of the area to ensure there was not an active threat to the community, but did not locate anyone in the area. Officers gathered information and detectives were called to the scene.

The two separate incident reports are not related. Due to the close timing of the incidents, it was a miscommunication that information on only one of the two incidents was reported by Green. This was a mistake and the GRPD apologized for any confusion or concern that it caused.

Oct. 5

At 12:16 a.m., officers responded to a report of an intoxicated individual. EMS arrived and evaluated the individual, who was transported. Officers gathered information and completed a report of the incident.

At 9:56 a.m., officers responded to the GRHS for a report of vandalism that had occurred the previous evening. Officers gathered information, issued trespass warnings, and completed a report of the incident.

At 10:43 a.m., officers conducted a traffic stop in the area of Monroe Avenue and issued the driver a written warning for alleged speed and no valid driver’s license.

At 11:30 a.m., officers responded to the area of Churchview Drive for a report of an abandoned trailer. Officers observed the trailer and attempted to contact the owner. Officers gathered information and completed a report of the incident.

At 12:35 p.m., officers responded to a report of a positive vape alert at the GRHS. Officers issued a citation for alleged use or possession of tobacco by a minor and completed a report of the incident.

At 2:22 p.m., officers responded to the area of Powell Street for a report of nuisance property. Officers attempted to contact the resident and completed a report of the incident.

At 2:30 p.m., officers responded to the area of Fallview Drive for a report of a parking problem. Officers contacted the owner of the vehicle, issued a verbal notice to abate, and completed an incident report.

At 3 p.m., officers responded to the area of Fallview Drive for a report of a parking problem. Officers attempted to contact an owner, posted notices, and completed an incident report.

At 4:20 p.m., officers responded to the area of Upland Way for a report of a disturbance. Officers met with the individuals involved in a dispute, gathered information, and completed a report of the incident.

Oct. 6

At 8:06 a.m., officers conducted a traffic stop in the area of Monroe Avenue and issued the driver, Scotty Street, of Colorado, citations for alleged speed - school zone and failure to maintain liability coverage - 1st offense.

At 8:11 a.m., officers conducted a traffic stop in the area of Anvil Drive and issued the driver a written warning for alleged speeding - school zone.

At 8:25 a.m., officers conducted a traffic stop in the area of Bridger Drive and issued the driver a citation for alleged speed.

At 8:47 a.m., officers conducted a traffic stop in the area of Shoshone Avenue and issued the driver a written warning for alleged speed - school zone.

At 9 a.m., officers responded to the area of the MM 91 on-ramp for a report of a two-vehicle collision. It was reported one vehicle was merging onto I-80 and a second vehicle was traveling in the left-hand lane. The first vehicle merged onto the interstate and both vehicles collided. Officers gathered information and completed a report of the incident.

At 9:49 a.m., officers attempted to make contact at a residence on Hillside Drive regarding vehicles that were parked on the street. Officers posted a notice and completed an incident report.

At 11:13 a.m., officers observed a property on Colorado Drive to be in violation of the City ordinance 17-1(a) - weeds. Officers attempted to contact an owner, posted a notice, and completed an incident report.

At 11:37 a.m., officers observed a property on Colorado Drive to be in violation of the City ordinance 17-1(a) - weeds. Officers advised of the violation and completed an incident report.

At 11:56 a.m., officers conducted a traffic stop in the area of Monroe Avenue and issued the driver a written warning for alleged improper lane usage.

At 12:01 p.m., officers conducted a traffic stop in the area of Uinta Drive and issued the driver a verbal warning for alleged registration and lights violations.

At 12:13 p.m., officers conducted a traffic stop in the area of N 5 E Street and issued the driver a verbal warning for an alleged registration violation.

At 12:47 p.m., officers observed a property on Colorado Drive to be in violation of the City ordinance 17-1(a) - weeds. Officers attempted to make contact, posted a notice, and completed a report of the incident.

At 1:05 p.m., officers observed a property on New Mexico Street to be in violation of the City ordinance 17-1(a) - weeds. Officers posted a notice and completed a report of the incident.

At 1:32 p.m., officers observed a property on Colorado Drive to be in violation of the City ordinance 17-1(a) - weeds. Officers contacted the owner of the property, advised of the complaint, issued a notice to abate, and completed an incident report.

At 3:15 p.m., officers responded to Expedition Academy High School at 410 Upland Way for a report of property damage. Officers met with an individual who reported finding damage to their vehicle. Officers gathered information and completed an incident report.

At 3:16 p.m., officers conducted a traffic stop in the area of Shoshone Avenue and issued the driver a verbal warning for alleged speeding.

At 3:24 p.m., officers conducted a traffic stop in the area of Monroe Avenue and issued the driver written warnings for alleged speed and expired temporary license/permit/improper registration.

At 3:37 p.m., officers conducted a traffic stop in the area of Tigee Circle and issued the driver a written warning for alleged speeding - school zone.

At 3:51 p.m., officers conducted a traffic stop in the area of Bramwell Street and issued the driver a written warning for alleged speeding - school zone.

At 6:27 p.m., officers responded to the area of East Teton Boulevard in reference to a single-vehicle crash. The driver of the vehicle was traveling west across a dirt parking lot when their vehicle crashed into a pile of boulders in the middle of the lot. Officers gathered information and completed an incident report.

At 6:52 p.m., while on the scene of an incident, officers made contact with an individual who appeared to be impaired or under the influence of alcohol or drugs. Subsequently, Ronald Vashone-Caruso, of Green River, was placed under arrest and issued a citation for alleged DWUI of a controlled substance. Officers transported Vashone-Caruso to the Sweetwater County Detention Center and completed an incident report.

At 8:38 p.m., officers responded to the area of S Carolina Drive for a report of a disturbance. Officers met with several individuals but no issues were reported. Officers gathered information and completed an incident report.

At 8:51 p.m., officers responded to the area of N Riverbend Drive for a report of a two-vehicle collision. It was reported the first vehicle pulled over to the north side of the roadway directly in front of the second vehicle, and then the driver exited the vehicle and the first vehicle rolled into the front of the second vehicle. Officers gathered information and completed a report of the incident.

Oct. 7

At 11:48 a.m., officers responded to a report of an individual with an active warrant. Officers met with the individual, confirmed the warrant, and placed Patrick Richardson, of Green River, under arrest. Officers transported Richardson to the Sweetwater County Detention Center and completed an incident report.

At 12:57 p.m., officers conducted a traffic stop in the area of Scotts Bottom and issued the drivers verbal warnings for alleged riding dirt bikes within city limits.

At 3:01 p.m., officers conducted a traffic stop in the area of Astle Avenue and issued the driver, Ramiro Reyna Garcia, of Texas, citations for alleged speeding vehicle superintendent’s speed zone - 6+ mph over, driver’s license required, and compulsory auto insurance -1st offense.

At 4:13 p.m., officers were dispatched to the area of Uinta Drive for a REDDI (Report Every Drunk Driver Immediately) report. Officers observed the vehicle pull into Smith’s parking lot and park. Officers contacted the individual and advised about the complaint. Officers detected an odor of an alcoholic beverage emitting from the driver’s breath. Officers subsequently placed Garrett Olson, of Green River, under arrest and issued a citation for alleged DWUI of alcohol incapable of safely driving. Officers transported Olson to the Sweetwater County Detention Center and completed an incident report.
