Woman pleads guilty to arson of Casper clinic, others recently sentenced

Lorna Roxanne Green, 22, pled guilty to arson of a building used in interstate commerce, specifically the Wellspring Health Access Clinic located in Casper, Wyoming. Green entered her guilty plea before U.S. District Court Judge Alan B. Johnson on July 20. She was remanded to the custody of the U.S. Marshals Service following the hearing.

At the hearing, Green admitted that she set fire to the clinic on May 25, 2022, which was under construction at the time and planned to offer OB/GYN services, gender-affirming care, and abortion procedures. Green was arrested on March 21, 2023, and then indicted by the federal grand jury in May.

Green is scheduled to be sentenced by Judge Johnson on October 6, 2023. Green faces a minimum of five years in prison, a maximum of 20 years in prison, up to a $250,000 fine, three years of supervised release following her incarceration, a $100 special assessment, and restitution. Judge Johnson will determine Green’s sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

This crime was investigated by the Casper Police Department, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and the Federal Bureau of Investigation.

Other recent sentencings from the Wyoming Attorney’s Office

Leonard Dale Van Dam, age 73, of Green River was sentenced on July 12 to 30 months’ imprisonment with three years of supervised release and a $200 special assessment for escape from custody and for possession with intent to distribute heroin. U.S. District Court Judge Alan B. Johnson imposed the sentence. This crime was investigated by the U.S. Marshals Service and prosecuted by Assistant U.S. Attorney Z. Seth Griswold.

Kyle Smith, age 33, of Sheridan, Wyoming, was sentenced on July 31 to 420 months’ imprisonment for sexual exploitation of children and attempted sexual exploitation of a child. U.S. District Court Judge Alan B. Johnson imposed the sentence which included fifteen years of supervised release, a $200 special assessment and $3,206.67 in restitution.

Co-conspirators George Daniel Nitchman, age 50, of Worland; Jeffrey Johnson, age 33; Michael Shae Kelli, age 23, both of Sheridan; and Joseph Raymond Stone, age 44 of Porterville, California, were recently sentenced for their roles in a drug trafficking ring. A fifth co-conspirator, Anthony Rodriguez, age 51, of Porterville, California, is scheduled to be sentenced on September 1.

Cole Douglas Herrick, age 40, of Casper and Colorado residents Scott Alan Buchanan, age 44, and Chad Alexander Buchanan, age 48, were recently sentenced for their involvement in a drug trafficking ring that was responsible for bringing large quantities of methamphetamine and fentanyl into the Casper area.
