    Police arrested a 26-year-old Green River resident after he allegedly stabbed another man at the Hutton Heights Mobile Home Park.     The city council finalized Green River’s 2016-2017 fiscal year city budget Tuesday. O’Toole, 47, of Green River appeared in the Third District Court of Judge Richard Lavery at an arraignment to three counts of child abuse.
