Administrator contract with city expires June 30

The contract between the city and City Administrator Reed Clevenger is set to expire at the end of the fiscal year, June 30, according to documents reviewed by the Green River Star.

Clevenger has been Green River’s city administrator for seven years, having been originally hired in 2015 after working as executive director of the Sweetwater One Foundation in Rock Springs. The current contract was approved in 2018.

Councilman Gary Killpack said he and Mayor Pete Rust have talked about Clevenger’s contract. He said the process allows the mayor to renew the contract without immediate approval from the Council, though Killpack admits an issue could develop if a situation where the mayor acts contrary to the Council’s wishes occurs.

He said the process will involve an interview with Clevenger to review his job performance and said his compensation could either increase or decrease as a result of the review. He said there is also a negotiation aspect to the process as well.

Killpack said he is confident Clevenger’s contract will be renewed.

“I think he’s done a pretty good job for the city,” Killpack said.

According to the city’s contract, Clevenger’s annual salary is $147,290. A vehicle allowance of $600 a month is included as part of his compensation, as well as the ability to cash out 40 hours of accrued vacation time once a year. The contract specifies the position accrues vacation at 7.70 hours per pay period, which are twice a month, up to a maximum of 280 hours. The position also provides 120 hours of compensation time that is provided at the start of each fiscal year on July 1, with any unused compensation time by the end of the fiscal year being paid out as a lump sum that is not subject to retirement contributions through the Wyoming Retirement System.

What is a city administrator?

A city administrator is responsible for implementing policies and procedures enacted by a city council while providing administration to other city departments.

The position is an aspect of a city-manager form of municipal government. Under this form, administrative powers typically assigned to a city mayor are removed from the elected position and transferred to a managerial position overseen by a mayor and city council. Several cities in Wyoming employ a form of the city-manager government, including Sheridan, Cody and Douglas. Some cities still employ a traditional “strong mayor” form of government, such as what is used in Rock Springs.

Green River created the city administrator position in 1985 following the passage of a charter ordinance establishing the powers and responsibilities of the role.
