The specialized playground equipment is the result of a partnership with a local Girl Scout Troop and the city of Green River. Richard Waggener was born in Green River Jan. 24, 1930, and would become a key member of the community before leaving the city in 1988.     A scuffle over a bag of chips and some dip has led to a mother being charged with two counts of child abuse. Cory E. McCoy, 31, of Green River recently appeared in the Third District Court of Judge Nena James at an arraignment to two counts of child abuse where she pleaded not guilty.
