    Capping off a process that's lasted several months, the Green River City Council voted to hire a new city administrator Tuesday night. The council voted to place Reed Clevenger, a resident who originally grew up in Green River, in its top administrative role.     While spring-like weather has been the norm in Green River for the past several weeks, March came to the city like a lion and dumped several inches of snow on the city. According to reports from the Community Collaborative Rain, Hail and Snow Network, 4.5 inches of new snow was reported to have fallen in Green River during the past few days.     Dear Editor, It was disappointing to see the legislature reject a bill that would have required doctors to advise women seeking abortions, at least 24-hours before the procedure, that they could see an ultrasound of the fetus and listen to its heartbeat.
