During the Sweetwater County Commissioners Tuesday morning meeting, the board appointed Robert H. Scott to fill the five-month term.     Each day, homebound senior citizens receive a home cooked meal at their door. These meals are brought by volunteers of the Meals on Wheels program at the Golden Hour Senior Center. Melynda Lenling, GHSC home delivered meals coordinator, said the program has five routes with 10 to 20 people on each route. Each day, food is delivered to the people on those routes.     More than $60,000 was raised in Sweetwater County for the Make-A-Wish foundation. During the past two weeks, both the Green River and Rock Springs communities were busy raising as much money as it could for the cause. Amanda Santhuff, Green River High School Student Council sponsor and language arts teacher, said the totals announced Thursday night were off slightly.     Another trip equals another first-place trophy for the Green River High School Speech and Debate team. This past weekend, the team traveled to Rawlins and came away with a first-place with 187 points. Rock Springs took second with 45 points and Kelly Walsh came in third with 44 points.     While Green River swimmers weren't able to add to the 11 going to state next week, those competing in the last chance meet in Rock Springs Thursday did cut time.
