Richards was born on June 3, 1949, in Kemmerer, the son of Franklin Blaine Richards and Lillie Knight. He attended schools in Rock Springs and was a 1967 graduate of the Rock Springs High School.     Elsie Taucher, 93, passed away Dec. 28, 2017, at her home in Rock Springs. She was a lifelong resident of Rock Springs. Taucher was born on April 5, 1924, in Rock Springs, the daughter of Rudolph Strauss and Mary Uzba Strauss. She attended schools in Rock Springs and was a 1941 graduate of the Rock Springs High School. Taucher married Arthur Taucher in 1946 in Rock Springs. He preceded her in death in 2009. Water from the river has risen and froze portions of Riverside Park, as well as submerging sections of the Greenbelt.
