Director resigns from center

The Sweetwater Combined Communications Center lost its director Thursday.

Robin Etienne resigned from his position at 8 a.m. Thursday. No reason was given for the resignation.

The joint powers board overseeing the center, comprised of representatives of law enforcement and firefighters from Rock Springs, Green River and Sweetwater County, met in a special meeting Thursday morning at 9 a.m., prior to unanimously accepting Etienne’s resignation.

The board convened the meeting then immediately voted to start an executive session.

According to an announcement about the meeting sent Wednesday, the board planned to discuss personnel and legal issues, with the possibility of the board making a decision based after the executive session.

Both reasons given for the executive session are recognized in Wyoming’s open meetings law. An executive session is a closed-door meeting where governing bodies can discuss sensitive information, but only pertaining to a specific list of topics recognized by law. Governing bodies cannot make decisions in executive session and must reconvene after an executive session to publicly make a decision.

After coming out of executive session, the board approved Etienne’s resignation. Then the board ended its meeting.

Etienne helped bring the Combined Communications Center to fruition. According to Jim Wamsley, the joint powers board chairman, Etienne was hired prior to the center’s completion and had been its director for nearly six years.

“We appreciate everything Robin has done to get the center on its feet,” Wamsley said.

Wamsley also said the board wishes him well in his future endeavors.

The board also voted to seek a new director for the dispatch center, utilizing Emergency Services Consultants Inc., to help find qualified applicants.
