Sex offender sentenced to prison time

A Green River man who admitted to sexual abuse of a 12-year-old girl will serve at least 10 years in prison.

Kasey D. Manley, 23, of Green River, appeared in the Third District Court of Judge Nena James at a change of plea and sentencing hearing to attempt to commit sexual abuse of a minor in the first degree, attempt to commit sexual assault in the first degree, sexual abuse of a minor in the second degree and sexual abuse of a minor in the third degree.

He pleaded guilty to second-degree sexual abuse of a minor and third-degree sexual abuse of a minor. The other two felony charges were dismissed.

Pursuant to a plea agreement, Manley was given a 10-to-15 year prison sentence for the third-degree sexual abuse charge and a 10-to-20 year prison sentence for the second-degree sexual abuse charge. These sentences will run concurrent with credit given for 117 days already served.

According to court documents, on March 26, 2015, a Green River Police officer was sent to meet with a 12-year-old girl and her mother to discuss a possible sexual assault.

The girl told the officer she and her mother went to the Green River Recreation Center to meet some people to play volleyball, while at the recreation center the girl received a text from Manley asking her if she could go out for ice cream with him. Both the girl and the mother thought Manley’s wife would be with him, so they agreed.

Manley arrived at the recreation center about five minutes after another game of volleyball began and the girl went with him. When they got to the truck, Manley told the girl he had to stop by his trailer to let his dog out before going to get ice cream.

When they arrived at the trailer, Manley invited the girl in. The girl told the officer the trailer was extremely dirty inside and there were rocks and dirt on the floor. She also noticed items for babies laying around.

The girl told the officer she was hesitant to go in the trailer, but Manley teased her about being scared of the dark. He then put his arm around her neck and pushed her onto the couch.

The girl told officers that Manley started kissing her. At this point, she pulled out her cell phone, but was unable to make a call, but she noticed her messages were open so she sent a text to her mother that said “help. She then sent another text that said “Come Kasey’s,” but she was not sure how much of the second text she typed correctly.

The girl told the officers she was really scared, but she thought she could talk Manley out of doing anything else, however, he continued to make sexual advances toward her.

After Manley stopped his advances, the girl told him he was going to be in a lot of trouble. To which, he replied “What should I care? No one cares about me.”

When they were back in the truck, Manley asked the girl if she still wanted to get ice cream, she said she just wanted to go back to the recreation center.

When she arrived at the recreation center, she told her mother what had happened and her mother drove her to the police department. The officer was able to find the girls text messages to her mother.

Other officers responded to Manley’s home so he could not destroy any evidence. Officers spoke with Manley who denied the allegations at first, however, when he was asked if what the girl said happened, really happened, Manley replied “(I) did inappropriate things with her and I’m not too proud of it.”

Manley said he hadn’t seen the girl in three years and wanted to rekindle the friendship and that is why he asked her out for ice cream. He then admitted to most of what the girl told the officers.

He also told the officers he believed the girl was scared and did not say much to him. He said she seemed upset and cried.

Manley told the officer he could not explain why he did what he did and said he “just snapped.” He said he has had problems with “sexual issues” and had spent a year in an institution when he was a teenager after he was caught masturbating in public.
