Green River City Council denies pump-station bid

The Green River City Council voted to deny a project bid for a lift station replacement project.

The planned project involves the replacement of two older lift stations located in Hutton Heights and the Collier View Estates area.

The project is being funded through a combination of a mineral royalties grant and money from the state’s revolving fund loan.

The sole bid for the project, submitted by High Desert Construction, was more than $400,000 higher than the engineer’s estimate, which totaled under $550,000 for the project.

“That’s quite a jump from $550,000 ... to $963,000,” Councilman Allan Wilson said.

Mark Westenskow, the city’s utilities manager, said the department like to see several bids placed on a project to have a variety of sources to compare their estimates to.

He said there were areas where the contractor may have gotten confused, as well as aspects the city could re-engineer to lower the cost for a future bid request.

That request will have to occur this fall, as the work on the lift stations must be completed while the river is low. Westenskow said the areas will make due with the aged Hutton Heights station for the next few months, but warned the station needs replaced and won’t be able to keep up with demands over a long period of time.

The sewer project is the first of three major lift station projects the city plans to initiate in the future.
