The Fontenelle Dam, completed in 1964, had sprung a leak that threatened the town and the ranches and homes located down river from the reservoir. James Carl Luckey, 75, of Rock Springs, passed away at his home May 21, 2015. A longtime resident of Rock Springs, Luckey passed away following a brief illness. He was born on Nov. 12, 1939 in Riverside, Iowa, the son of the late Carl A. Luckey and Martha Annas.
