Seiloff said the boys continue to cut time in their events, with Ethan Moffatt qualifying for state competition in the 50-yard freestyle while they were in Laramie.     New Year's Eve at the Golden Hour Senior Center was filled with all festivities. The tables were set, the decorations were hung, the music was live, the conversation was abundant, and dinner was served.     The Wyoming All-State Marching Band made its appearance in the 127th Pasadena Rose Parade. The New Year's Day parade had more than 40 floats and about 20 bands, including Wyoming's marching band.
