    To lease or not to lease was a question before the Green River City Council Tuesday night. The council debated if it should allow the Green River Police Department the ability to lease two patrol vehicles to replace two vehicles totaled by lightning damage earlier this year, ultimately approving the request unanimously.     A man accused of sexual intrusion and hitting the alleged victim in the face claims he is innocent. Austin W. Pacheco, 24, of Green River, recently appeared in the Third District Court of Judge Richard Lavery at an arraignment to first-degree sexual assault, third-degree sexual assault, battery and reckless endangering.     Donald Keith Winter was born Nov. 1, 1965.   Keith lost his battle with cancer Dec. 30, 2016.  He peacefully passed away surrounded by his family. Keith was born in Salt Lake City to Donald Frank and Margaret Ann Ewell Winter.  His family moved to Manila, Utah, when Keith turned five years old, where they owned and operated the Villa Motel and Restaurant.  Later, when Keith's parents divorced, Keith chose to live with his father in Green River at the age of 14.     Richard L. Watson, 92, of Green River, passed away Dec. 25, 2016 at the Mission at Castle Rock Rehabilitation Center. A longtime resident of Green River, Watson died following an illness of several years.  He was born Aug. 8, 1924, in Crawfordsville, Ind., the son of Herman D. and Ethel Broaders Watson.  Watson attended schools in Indiana and California.
